ظاهرة اللجوء السياسي واحدة من أقدم الظواهر البشرية التي شهدتها المجتمعات الدولية ، وقد بدات القوانين المنظمة لها ابان القرن العشرين؛ حيث تنبى المجتمع الدولي الكثير من الاتفاقيات والمواثيق الدولية والإقليمية ، وترتب على هذه الاتفاقيات والموثيق حقوق والتزامات ، وقد اكتسبت ظاهرة اللجوء السياسي أهمية كبيرة بعد تفاقم الأوضاع الداخلية للعديد من الدول العربية والأوربية  في الآونة الأخيرة .
لذا سيتم تناول موضوع الحماية الدولية للاجئين من خلال مبحثين : أولهما : ماهية اللاجئين والحماية الدولية ، والثاني : قواعد وتشريعات الحماية الدولية للاجئين، فالمبحث الاول يتضمن ثلاثة مطالب  كالتالي: المطلب الأول: مفهوم اللجوء وأنواعه والمطلب الثاني: أما المطلب الثاني: مفهوم الحماية الدولية للاجئين و المطلب الثالث: تجارب بعض الدول في التعامل مع مشكلة اللاجئين وتقييم فعالية السياسات والبرامج المتبعة في هذه الدول.
والمبحث الثاني: قواعد وتشريعات الحماية الدولية للاجئين بها فيتضمن مطلبين هما: المطلب الأول: قواعد الحماية الدولية للاجئين والمطلب الثاني: التشريعات والمؤسسات الدولية المعنية باللاجئين
 
Abstract :
The phenomenon of political asylum is one of the oldest human phenomena witnessed by international societies. Laws governing it began in the twentieth century, where the international community ratified many international and regional agreements and conventions. These agreements and conventions entail rights and obligations. The phenomenon of political asylum has gained great importance after the worsening of the internal situations of many Arab and European countries in recent times. Therefore, the topic of international protection for refugees will be addressed through two topics: the first is the nature of refugees and international protection, and the second is the rules of international protection for refugees. Each topic includes two requirements. The first topic includes two requirements: the first requirement is the concept of asylum and its types, and the second requirement is the concept of international protection for refugees. The second topic, the international protection of refugees and the institutions concerned with it, includes two requirements: the first requirement is the rules of international protection for refugees, and the second requirement is international legislation for refugees.
