العملات الرقمية المشفرة وتأثيرها على دور البنوك المركزية في إدارة السياسة النقدية: البيتكوين نموذجا Encrypted Digital Currencies And Their Impact On The Role Of Central Banks In Managing Monetary Policy: Bitcoin As A Model

المستخلص

تستهدف هذه الدراسة مناقشة تأثير البيتكوين والعملات الرقمية المشفرة على دور البنوك المركزية فى إدارة السياسة النقدية، واستشراف مستقبل السياسة النقدية ودور البنوك المركزية فى ظل ارتفاع مستويات المخاطر والتحديات المرتبطة بعملة البيتكوين. وبفرضية النمو التدريجى والمتواتر للقيمة السوقية للبيتكوين والعملات الرقمية المشفرة وحجم التعامل بها، وإرتفاع مستوى المخاطر والتحديات المرتبطة بها، حاولت الدراسة تحليل الأسس الاقتصادية للنظام النقدى اللامركزى القائم على العملات الرقمية المشفرة، وتقييم كفاءة البيتكوين فى ميزان معيار النقود والنقد الجيد، ومدى العواقب المحتملة نتيجة انتشار التعامل بالبيتكوين والعملات المشفرة. وأوضحت الدراسة أن العملات الرقمية المشفرة تمثل ثورة على المفهوم الكينزى ومفهوم المدرسة النقدية فى السياسة النقدية وإدارة العرض النقدى، وتفرض العديد من المخاطر والتحديات على السياسة النقدية والاستقرار المالى وعلى دور البنوك المركزية، وأن نهج الإطار التنظيمى للبيتكوين يؤثر على توزيع مراكز النفوذ فى السياسة النقدية العالمية ويضر بالبلدان النامية على وجه الخصوص. وخلصت الدراسة إلى أن وجود دور فاعل للبنوك المركزية فى العصر الرقمى، يتطلب إعادة تصميم السياسة النقدية على ضوء الميزات اللامركزية للعملات الرقمية المشفرة، وتقترح الدراسة إصدار عملة البنك المركزى الرقمية(السيبدك) المستندة إلى خواريزمية العرض النقدى المرن، لتنويع قنوات التأثير فى السياسة النقدية، ودمج جزء من وسائل الدفع الرقمية إلى منظومة السياسة النقدية للبنوك المركزية، لتقليل الضغوط التنافسية التى قد تمارسها العملات الرقمية المشفرة على العملات التقليدية.
 
Abstract:
This study aims to discuss the impact of Bitcoin and encrypted digital currencies on the role of central banks in managing monetary policy, and to anticipate the future of monetary policy and the role of central banks in light of the high levels of risks and challenges associated with Bitcoin. And under the assumption of the gradual and continuous growth of the market value of Bitcoin and encrypted digital currencies and the volume of dealing with them, and the high level of risks and challenges associated with them, the study attempted to analyze the economic foundations of the decentralized monetary system based on encrypted digital currencies, and to assess the efficiency of Bitcoin in the balance of the standard of money and good money, and the extent of potential consequences as a result of the spread of Dealing in Bitcoin and cryptocurrencies. The study indicated that encrypted digital currencies represent a revolution against the Keynesian concept and the concept of the monetary school in monetary policy and money supply management, and impose many risks and challenges on monetary policy and financial stability and on the role of central banks, and that the regulatory framework approach for Bitcoin affects the distribution of centers of influence in global monetary policy. It harms developing countries in particular. The study concluded that an effective role for central banks in the digital age requires a redesign of monetary policy in light of the decentralized features of encrypted digital currencies, The study proposes issuing a central bank digital currency (CEPDC) based on the flexible money supply algorithm, to diversify the channels of influence in monetary policy, and to integrate part of the digital payment methods into the monetary policy system of central banks, to reduce the competitive pressures that cryptocurrencies may exert on traditional currencies.
