من المسلم به أن الإرهاب له تأثير سيء ومباشر على حقوق الانسان وحرياته الأساسية وسيادة القانون ؛ لما يرتبه من أثار وعواقب وخيمة على التمتع بالحقوق الأساسية للإنسان، ويهدد التنمية الاقتصادية والاجتماعية؛ مما يؤدي الى زعزعة استقرار الحكومات والدول، ويعرض السلم والأمن الدولي للخطر.
ونظرا لخطورة الإرهاب على الإنسانية جمعاء ، فإنه يتعين على الدول الالتزام باتخاذ تدابير فعالة لمكافحته والقضاء عليه ، وان تتوافق هذه التدابير اتفاقا تاما مع أحكام القانون الدولي, بما فيها المعايير الدولية لحقوق الأنسان؛ من أجل تعزيز حقوق الانسان وحرياته الأساسية وسيادة القانون ؛ والحد من الجرائم الإرهابية ؛والمحافظة على السلم والأمن الدوليين.
وعلى الرغم من كل الجهود والمحاولات الدولية والداخلية لمكافحة الإرهاب الا أنها ما زالت تحمل في طياتها اعتداءً على حقوق الأنسان وحرياته الأساسية، وتهدد السلم والأمن الدولي وتعطل برامج التنمية التي لها بالغ الأثر على مختلف مناحي الحياة.
و كشف البحث عن مدى اهتمام المنظمات الدولية والاقليمية في مراعاة المعايير الدولية في مكافحة الإرهاب الدولي فالأساس الجوهري لمكافحة الإرهاب هو كفالة واحترام حقوق الإنسان ومبدأ سيادة القانون واستبعاد كل معاملة تمييزية أو عنصرية استنادا إلى الوثائق الدولية المعنية بحقوق الإنسان، سواء أكانت العالمية منها أم الإقليمية.
وتوصلت الدراسة الى عدة نتائج أهمها أنه ينبغي على المجتمع الدولي أن يقوم بالمحافظة على حقوق الإنسان وحرياته الأساسية في ظل مكافحة الإرهاب وعدم التضحية بتلك الحقوق والحريات إلا في الحدود التي نحافظ من خلالها على تلك الحقوق، وعدم التذرع بمكافحة الإرهاب لانتهاك تلك الحقوق أو التضييق عليها أو انتهاك سيادة الدول والتدخل في شئونها الداخلية

It is recognized that terrorism has a bad and direct impact on human rights, its basic freedoms and the rule of law; Because of the effects and severe consequences of the human rights, and threatens economic and social development; This leads to destabilizing governments and countries, and endangers international peace and security.
 In view of the danger of terrorism on all humanity, countries must adhere to taking effective measures to combat and eliminate it, and that these measures be compatible with a complete agreement with the provisions of international law, including international human rights standards; In order to enhance human rights, its basic freedoms and the rule of law; Reducing terrorist crimes; and maintaining international peace and security.
 Despite all international and internal efforts and attempts to combat terrorism, they still carry an attack on human rights and basic freedoms, threatening peace and international security and disrupting development programs that have a great impact on various aspects of life.
 The research revealed the extent of international and regional organizations' interest in observing international standards in combating international terrorism. The fundamental basis for combating terrorism is a guarantee and respect for human rights and the principle of the rule of law and the exclusion of every discriminatory or racist treatment based on international human rights documents, whether global or regional.
The study reached several results, the most important of which is that the international community should preserve human rights and its basic freedoms in light of combating terrorism and not sacrificing those rights and freedoms except within the limits through which we maintain these rights, and not to invoke anti -terrorism to violate these rights or restrict them or Violation of state sovereignty and interference in their internal affairs.
